The Township Manager is the Chief Administrative Officer of the Township. The office and position of Township Manager is authorized by the Pennsylvania Second Class Township Code and approved by the Board of Supervisors. Appointed by, and accountable to the Board of Supervisors, the Township Manager is responsible for the execution of Board approved policies, ordinance, contracts, agreements, as well as other policies, initiatives and directives of the Board. The Township Manager supervises all municipal departments and employees and is responsible for the day-to-day operation and conduct of administrative affairs of the Township. The Manager coordinates and prepares the annual Township Budget and Public Investment Plan and is responsible for the administration of the annual budget following its review and adoption by the Board of Supervisors. The Manager monitors the performance of the day-to-day enforcement of all applicable the laws of the Commonwealth and the ordinances and resolutions of the Township and handles requests for service and complaints from Township citizens. The Manager oversees and administers all leases and contracts on behalf of the Township and provides the Board of Supervisors information necessary for them to make informed decisions regarding purchases and general Township policy.
Township Secretary/Treasurer & Assistant Secretary/Treasurer
In West Hanover Township, the offices of Secretary and Treasurer are combined. As specified in the PA Second Class Township Code, the position of Township Secretary/Treasurer has two primary roles to play in the Township administration. First, the position acts as a clerk for the Board of Supervisors by keeping all Board minutes and preserving all records of the Township. Secondly, the Treasurer function of the office of Secretary/Treasurer is responsible for the collection, recording and deposit of all revenues that are due to the Township from all sources and for the disbursement and payment of Township funds in compliance with the annual budget prepared by the Township Manager and approved by the Board of Supervisors. Working closely with the Township accountant and the Township Manager, the financial function of this position is responsible for the daily use, maintenance and accounting of the Township funds. The Secretary/Treasurer can be a member of the elected Board of Supervisors, and in West Hanover Township this remains the case. As stated in the Second Class Township Code, the Board of Supervisors may also appoint a staff Assistant Secretary/Treasurer to coordinate and/or conduct the required day-to-day business of the Township Secretary/Treasurer.
