Administration

The day-to -day administration of West Hanover Township involves a variety of activities that support Township services and implement the policies, ordinances, resolutions and directives established by the elected Board of Supervisors.  Services provided directly by the administrative staff include communications, record keeping, community relations, contract management, procurement, financial management, budgeting, human resources, information systems, legal services, public safety, code enforcement, planning and policy development, property/facilities management, and infrastructure management.

Township Manager

The Township Manager is the Chief  Administrative Officer of the Township.   The office and position of Township Manager is authorized by the Pennsylvania Second Class Township Code and any subsequent ordinances that may be developed and approved by the Board of Supervisors.   Appointed by, and accountable to the Board of Supervisors, the Township Manager is responsible for the execution of Board approved policies, ordinance, contracts, agreements, as well as other policies, initiatives and directives of the Board.  In West Hanover Township, the Board of Supervisors has delegated many of its non-legislative and non-judicial powers and duties to the Township Manager, which are outlined in Chapter 44 of the Township Code of Ordinances.  The Township Manager position is the only Township staff position (as per PA Second Class Township Code) established by ordinance.  

In accordance with Chapter 44, the Township Manager supervises all municipal departments and employees and is responsible for the day-to-day operation and conduct of administrative affairs of the Township.  The Manager coordinates and prepares the annual Township Budget and Public Investment Plan and is responsible for the administration of the annual budget following its review and adoption by the Board of Supervisors.  The Manager monitors the performance of the day-to-day enforcement of all applicable the laws of the Commonwealth and the ordinances and resolutions of the Township and handles requests for service and complaints from Township citizens.  The Manager oversees and administers all leases and contracts on behalf of the Township and provides the Board of Supervisors information necessary for them to make informed decisions regarding purchases and general Township policy.  The Township Manager also acts as the liaison between the Board of Supervisors and all Township employed and volunteer personnel, as to outside private, non-profit and governmental organizations.

Township Secretary/Treasurer & Assistant Secretary/Treasurer

In West Hanover Township, the offices of Secretary and Treasurer are combined.  As specified in the PA Second Class Township Code, the position of Township Secretary/Treasurer has two primary roles to play in the Township administration.  First, the position acts as a clerk for the Board of Supervisors by keeping all Board minutes and preserving all records of the Township.  With the Township Manager, the Secretary/Treasurer also provides information and records to Township staff and the general public for their use under PA Act 100 (the Open Records Law).  Secondly, the Treasurer function of the office of Secretary/Treasurer is responsible for the collection, recording and deposit of all revenues that are due to the Township from all sources and for the disbursement and payment of Township funds in compliance with the annual budget prepared by the Township Manager and approved by the Board of Supervisors.  Working closely with the Township accountant and the Township Manager, the financial function of this position is responsible for the daily use, maintenance and accounting of the Township funds, including monitoring each revenue in the Township's Financing Plan and each expenditure in the Township's $3.5 million Service Delivery Plan.  The Township Treasurer is involved in a variety of financial activities related to Township operations, including but not limited to:

  • Preparation and issuance of the monthly treasurer’s report;
  • Preparation of a Monthly Budget Report;
  • Maintenance of the fixed asset inventory system;
  • Payroll processing;
  • Assisting in the administration of the Township’s insurance and employee benefits programs

West Hanover Township uses a modified accrual and cash basis of accounting and maintains financial records in strict conformance with fund accounting principles and GASB 34.  The Township management and financial accounting records are audited annually by an appointed Township Auditor.  In 2005, Boles Metzger Brosius & Ritter PC, Certified Public Accountants issue audited financial statements that are always available for public review. 

The Secretary/Treasurer can be a member of the elected Board of Supervisors, and in West Hanover Township this remains the case.  As stated in the Second Class Township Code, the Board of Supervisors may also appoint a staff Assistant Secretary/Treasurer to coordinate and/or conduct the required day-to-day business of the Township Secretary/Treasurer.

Administrative Assistant

The Township currently has one working Administrative Assistant for general Township Administration.  The primary jobs of the Administrative Assistant is to meet the public and assist them in handling their business with the Township.  The Administrative Assistant  answers telephone calls, greets the walk-in traffic, and directs the contact to the staff with whom they need to discuss their issues. Among their various duties, they handle certain permits (coordination, and notifying residents of costs, when to pick up, etc.), some correspondence for various staff, registrations, filing, and various additional administrative support duties as requested of them.

Public Records and Information

Pennsylvania Act 100 of 2002, rewrote the state’s Open Records Law to further provide for access to public records.  A public record, under the law, is a meeting minute, order, or decision affecting the personal or property rights, duties, or obligations of any group and any account, voucher, or contract documenting the receipt or disbursement of money, or purchase of services or supplies.  Under Act 100, the Township has established a policy and set of fees and procedures for acquiring the records you may need.  The links below should be useful in providing not only open records information, but other public forms and documents records from the Township.
